As a first step, check for corrosion of the connector for the steering motor. Definitely find the DTC and follow up with the troubleshooting steps before random parts replacement.

Replacing the evap temperature sensor with a resistor is ridiculous as the evaporator will then definitely freeze up at times. If you are still getting airflow then the evap cool is not freezing up. A sensor reading just above freezing is perfect.

Get yourself an OBD2 scanner and FORScan software and determine the actual error code. Without an error code it is futile to internet "diagnose" your issue. -
Use silicone sealer to hold it in place.

Check the blower "resistor" and its connector.

The blend door actuator won't stop the air flow - it only controls the mix of cold and warm air. Sounds like the flow is stopping because the evaporator is freezing up.

There is a white nylon strap that connects the bin to a nut/bolt above and to the right of the accelerator pedal

Did you follow my previous advice and pull off the mode door actuator and manually turn the shaft? If you can't find any rotation angle for the shaft that gives correct airflow distribution then the problem is internal to the plenum.
-
Sounds like a problem (broken part/linkage) inside the plenum.

Josh2012Fusion, does this answer from 5 years ago address your issue or are you asking something different? -
Could be a mode door actuator issue. Pull it off and rotate the shaft with pliers to see if any position provides proper airflow through the front vents.

The Ford RS uses the tilt switch. Does your dome light come on when you open the door? Have you replaced the dome light incandescent bulbs with LED bulbs? -
Could be a defective wiper control module.
-
Do you have independent passenger and driver side temperature control. If so do both sides act similarly?

It is Monroe that has the problem with their struts if you had two new sets that were noisy. Not a Ford or Fusion problem.

Some details about your vehicle/equipment would help.

Just curious, does your 2011 actually have a 2.3L engine?

Probe the connector YE-GY and BK-GY wires at the camera connector with a DMM to make sure you are getting 12V (approx). With the camera disconnected make a resistance measurement between the WH-GN and BN-VT wires. Should see approx. 75 ohms
