It has been awhile since posting this.....Does anyone have any clues on to what could be going wrong?

Hey guys, The other day I was driving and there was a surge that melted my coil pack. Traced it back to the pcm. Bought a used one off the same kind of car and swapped it in my car. Same part number, same everything but the serial number. Took it to the dealer to get programmed and to get my keys paired....They are telling me they cant program the new pcm and they deleted the key codes for my old keys. Now they are telling me they cant program either PCM and they need to diagnose the problem. Now my car is just stuck there and wont start no matter the PCM. What is going on? Please Help
