My issue, diagnosed by local Ford dealer, parasitic draw caused by the PCM pulling .65 milliamps. Troubleshot by removing fuses and when PCM fuse removed the meter moved. Dealer replaced the PCM and meter tested again with a .02 milliamps measurement which is within the allowable range. Hope this helps! Cheaper to purchase the PCM through an online ford dealer but the dealer has to reprogram it anyway. Try pulling fuses 7-12 in from the engine fuse box. Good luck! 2017 Ford Fusion S 2.5L
