P2004 IMRC stuck open Bank 1...also P0420

I have a 2007 2.3 that is throwing a couple codes.

 

P2004 - "IMRC Stuck Open Bank 1"

I'm assuming this is one of the two actuator/solenoids I can see under the upper plenum area. Which side is Bank 1? Drivers or Passengers side solenoid? I checked the hoses and everything else I could get my hands in, and everything seems OK. Anything else to look for before replacing anything?

 

I'm also getting a P0420 - "Catalyst System Below Threshold Bank 1"

What's the chances it's an 02 sensor? Or is it a cat? Which one?

I just got a P2004 & P2008 on my 2008 Fusion with 90K, checked the two actuator solenoids on top of the Intake Manifold, the right one is for the IMRC and sends vacuum to the actuator below the throttle body.

I checked the vacuum hoses and they hold vac.ok, you can test the hose going to the actuator by vac.it yourself and if you can see the lever moving and no leaks it probably is ok

next unpluged the pigtail from the right side solenoid and used a voltmeter on the pigtail and the meter reads 12V with the engine at idle, connect it again and checked solenoid operation - but there is no vacuum getting through the solenoid to the actuator below, so it's gotta be bad

Ford wants big $$$$ for that part so I looked in fleabay and searched for 9J559 and found it for $7 so I ordered both.

I would fix the first code before the P0420. If air or fuel is having a problem then parts of the emission system will fail sympathetically. If fixing the first code and clearing all codes does not fix it then the next step is an O2 sensor or failed converter would be my next rough guess.
