Are you certain you have fog lights? You don't know what model you have?  If you have them, there's a switch in the IP:

 
 
Front Fog Lamps

Press the control to switch the fog lamps on or off.
You can switch the fog lamps on when the lighting control is in any position except Off and the high beams are not on.

Dear I am positive, I got 2 fog lights rectangular with curvy on one side, I can't see the same button on the above picture, please find the attached picture for your reference @drolds1

That light switch is the one you have with no factory fog lights, so they must be aftermarket. Most of them come with a round switch with a red light that is on when they are on. Some also unfortunately are connected so they are always on in low beam.

 

SE doesn't have come standard with fog lights, if it has the SE Appearance Package it adds halogen fog lights, and the Luxury Package adds LED fog lights (but also 1.5 so you don't have that package). It is a common add on, most people go the OEM route with new switch but there are a lot of aftermarket ones to select from.

Hi aBRAAR. The switch in your photo shows that you do not have factory fog lights, as bangster mentioned. Note that the photo drolds1 provided shows a fog light icon/pictogram and your photo shows a pictogram/icon for the dash lights (as explained in your Owners Manual).

 

Post a photo of the front of your car, showing what you are describing as fog lights.

I know. for using on tunnel dip lighting, I wonder why lights are there without any switches, Ford's Catastrophic mistakes i encountered.

Hi aBRAAR. Thanks for listening and posting a photo this time. Would you please make it a photo from a lower angle...where we can actually see the lights and what they look like?

 

From that angle, I would say they are simply the accent lighting I mentioned above.

even it is an accent lighting, it should illuminate, right?

Again...good God. Get down on the ground and take a photo which lets us see the lights and bulbs. From closer to one of the lights.

 

We do not need to see the entire front end of the car, just one of the lights, closer up and easier to see exactly what lighting you have there.

Hi again aBRAAR. What trim level is your 2017 Fusion? S or SE? Platinum? Titanium?

 

I just checked the 2017 Fusion order Guide and here is the information concerning fog light availability on the different trim levels:

 

Halogen fog lights were an option on the S. Halogen or LED fog lights were available as part of two separate option packages on the SE.  LED fog lights were standard only on the Platinum and Titanium trim levels.

 

I am not sure, but your Fusion looks like an S or SE in the photos. So if your car does not have a fog light switch, the lights are only accent LED's, not fog lights.

 

So the best answer I can come up with is your car seems to be an SE (best I can tell from the less than optimum photos) and does not have fog lights. It only has LED Signature Lighting.

 

I could be mistaken, but it is too difficult to tell from those photos. But bottom line: If there is no fog light switch, there are no factory fog lights. If they are aftermarket fog lights installed by a previous owner, then too many variables and all bets are off.

 

EDIT - If you post your VIN here, I may be able to pull up your "as built" information/equipment list.
