Remote start, heat inop (options NOT greyed out)

My wife's 2015 fusion, when remote started doesn't heat the car anymore.

 

At first those options WERE greyed out but the dealer reflashed and those options turned back on.

 

Even though they are on, and the setting is set to Auto, it still doesn't heat the car OR seats.

 

Any ideas?
