Hi RedRockit and welcome to the Ford Fusion Forum. Unfortunately, sometimes blind Internet diagnosis is simply not a viable option for accurate diagnosis, other than to repeat what the OP already knew about the P0299 DTC and what can be found by Googling "DTC P0299".

In a case like this, a professional diagnosis by a shop/tech we trust is the best option, as much as we all try to avoid it.

Good luck.

@ PaulSnyder:  220K miles out of an Ecoboost 4cly is a gift from God himself.

bbf2350 hit the nail on the head, diagnosing a complex issue like this can only be done in a properly equipped shop with a tech than knows how to do advanced diagnostics.  Most dealers do not have high level techs so to me the dealer would be my last choice.

I have had same DTC P0299 for a while also. Fusion Titanium 2016  2.0l ecoboost engine. 95000 km. Shop manual reads this code appears when boost  is lower than expected for 5 seconds or more during wide open throttle. I have changed so far the TCB1 and TCB2 selonoids, since this  was the least expensive thing to try. P0299 still present. I have an OBD2 code reader, I keep erasing the code from time to time. I am not keen to go to the dealer, who I bet is going to suggest a new turbo for a cost in excess of $2000 .

This turbo faces the firewall in the rear of the engine. This makes it almost impossible to replace in my own garage, need a lift. Even with a lift, I guess dealer labor is maybe 6 hours. If the turbo was facing the front of the engine, I would try buying an aftermarket turbo and installing it myself.

I would be doing a compression/leakdown test first.  Make sure the engine is good mechanically and then start chasing the code.  Double check all the charge piping and such.  Don't trust that the dealer did a good job, get eyes on as much of hte induction system and look for anything obvious.

You need to be able to see live data.  Budget OBD scanners struggle with this, you likely need a good scan tool to get all the data required.
