2006, 3.0L Fusion. AC freon pressure sensor

Reading with Forscan.  AC pressure sensor never moves off zero psi.  I just added 70 psi.  The voltage on the sensor changes, but not the pressure.  This never lets the PCM kick on the AC relay.  

 

I have the auto climate control.  Evaporator temp sensor, ambient air sensor and cabin air temp sensors are all reading correctly.  

 

I can jumper the ac clutch relay and the AC will work.  I pulled a 30 psi vacuum overnight with no leaks.  Then go to fill and the compressor never kicks on.

 

How can the AC pressure sensor be back if the voltage is changing???  Why would it continue to read 0 psi pressure if the voltage changes with pressure???
