Power Steering Assist Fault

My daughter drives the 2011 Fusion Hybrid and twice in a month this fault light comes on and she cannot steer. Turning the car off and back on seems to reset it for a while, but I’m concerned that this might eventually cause an accident. I’m concerned that if I take it  to Ford for service , they’ll charge me $175 diagnostic fee and find nothing wrong. 
 

any thoughts?

The "rack" is the rack and pinion which is what the steering wheel connects to to do all the steering.  On the Fusion, it is operated electrically which is why power cycling it can make it work again.  Sooner or later that trick will stop working, once something starts to fail it is a downward trend.

 

Ford will tell you that the rack and pinion need replacing and the bill will easily hit $1K and possibly more if more parts are needed.  

 

Low mileage does not mean what it used to.  My 2010 only has about 60K miles on it and it has more problems than I like.  Modern cars are basically cash extraction systems.
